凤凰古城保护开发现状及存在的问题2. 1 凤凰古城开发现状 在古城整治过程中,凤凰县首先抓好了规划修编,主动聘请了上海同济城市规划设计研究院和国家历史文化名城研究中心共同修编了 《凤凰历史文化名城保护规划》 。同时, 《湘西土家族苗族自治州凤凰历史文化名城保护条例》 已于2004 年2 月28 曰通过。凤凰古城保护工作已有法可依。近年, 在旅游配套设施建设上,完成了城区自来水改造和路灯改造工程,实现了广播、 电视、 通讯、 供电线路全部入地,恢复了拉毫段南方长城3. 4 km,投资1 900万元实施古城区污水处理工程;投资1 100 万元修复东门至南门至西门的城墙城楼,完成了南门休闲广场、 彩色音乐喷泉及兰桥建设。凤凰县还结合 “退耕还林” 工程和生态县建设,沿公路构筑起了绿色长廊和经济林带,逐步实现 “走近凤凰,古城风貌扑面;进入凤凰,古城意境迷人” 的意境。2. 2 凤凰古城开发存在的问题 凤凰古城的保护开发,整体上比较成功,当地政府所推行的保护优先、 合理开发的战略是可取的。但在具体的实施过程中还存在一些问题。2. 2. 1 原生态资源的破坏。原生态资源是指天然的环境与本土原生的文化,而非强加于该文化的外来因素或被该文化所汲取的外来因素,原生态资源具有两层涵义,即原生态的自然资源和文化资源,具有自然性、 民间性、 独特性、 稳定传承性等特点[2]。凤凰地处边疆,有着水洁风清的自然生态环境,同时具有浓厚地方特色的民俗文化,由于古城旅游业的发展,大量游客的进入,对自然的原生态资源造成了破坏,甚至威胁到生态平衡。比如游客将废弃物丢到沱江中,甚至向江中吐痰,部分居民为追求眼前利益随意扩大营业门面,破坏了古城原有的完整性。学者冯骥才说: “我们无法阻止一个时代的变化,但是,文化,我们必须挽留。 ” 随着古城旅游的发展,各地旅游者的进入同时也带入了他们的文化,外来文化的入侵使传统文化受到了威胁,此时,政府并没有采取有效的措施保护该地的传统文化,因而冲淡了古城的文化氛围,文化特征在内部和外部因素的共同作用下逐渐消失,被异族异地的文化所取代。有些开发商在开发特色民间文化时,把一些项目庸俗化,改变了文化的真实面貌,民族文化商品化,出现了一些伪造的民俗;或不尊重少数民族,开发一些触犯其禁忌的活动,使原有文化的内涵和存在价值改变或消失。2. 2. 2 古民居产权不清。古民居作为文物的一种,从文物实体的角度看,国家是无权对不属于自己的文物实体(古民居)进行维修的。凤凰居民作为中国古民居的代表,正承受着产权问题带来的 “灾难” 。近年,随着旅游规模的日渐扩大,一些古民居被列入文物保护区,由于产权不清,文物保护单位只用不管,造成部分居民对古民居的过渡使用,弃落荒废、 破旧不堪,严重影响了古城风貌,不利于古城的可持续发展。2. 2. 3 旅游接待设施严重不足。根据近10 年的统计,每年游客少则l8万人次,多则50万人次,平均30多万人次,主要的旅游宾馆、 饭店有富丽华大酒店、 南华宾馆,金叶宾馆、 古城宾馆,总床位数仅有1 500 多个[3]。宾馆床位数远不能满足旅游高峰期的需要,导致许多游客玩在凤凰,住在吉首;同时,古城内和各景点间还以摩托三轮车作交通工具,旅游娱乐设施和旅游商品开发还十分有限,旅游购物场所规模小且分散,这些问题导致古城的实际旅游收入大打折扣,不利于资源的保护及可持续发展。
